Pendlyn is the region where Cloud's headquarters is located. It is the most mysterious city in the entire federation. Anyone other than Cloud employees or children selected through genetic screening must apply for permission to enter or leave the city.

Pendlyn is located in an inland basin that has been isolated by artificial means. Its climate is strictly controlled, keeping temperature and humidity stable and monotonous throughout the year. There is almost no natural change in the weather.
